At a recent Singapore-China Forum, Minister for Digital Development and Information Josephine Teo shared her insights on Governance and Innovation of Future Cities emphasizing the pivotal role that technology and digital innovation play in shaping sustnable urban landscapes.
Minister Teo's introduction highlighted the significance of the Suzhou Industrial Park-a testament to successful collaboration between Singapore and China since its establishment 30 years ago, serving as a leading economic and technological development zone in China since 2016. She underscored its remarkable success as an emblematic example for future partnership growth.
Moving forward, Minister Teo outlined the evolving dynamics of Singapore-China relations, which have shifted towards mutual learning and cooperation in emerging sectors like green development and digital economy through initiatives such as the China-Singapore Chongqing Strategic Connectivity Demonstration Project and Shenzhen-Singapore Smart City Cooperation.
In June 2024, the establishment of the Singapore-China Digital Policy Dialogue Mechanism marked a crucial step forward for their collaborative eavors, med at facilitating cross-border data flows while addressing concerns around social stability.
The Minister presented five key considerations for effective digital governance:
Investment in Digital Infrastructure: Highlighting the high costs associated with building such infrastructure, she advocated redesigning existing systems and enhancing cybersecurity measures to ensure investments yield significant returns.
Development of Technical Capabilities: She stressed the importance of fostering a skilled workforce and supporting small and medium-sized enterprises SMEs through digital transformation. The government plays a pivotal role in guiding businesses as they navigate the complexities of digitalization.
Updating Laws and Regulations: Emphasizing that rapid technological advancements necessitate timely legal frameworks, Minister Teo stressed legislation to combat false information spread, particularly in emerging technologies such as
Mobilising Communities: The government should empower underserved groups with necessary skills for thriving in a digital economy. Initiatives like Singapore’s “Digital for Life” campgn m to ensure equitable access to digital opportunities.
Cross-Border Cooperation: Recognizing the global nature of digital threats, she emphasized the importance of international collaboration in strengthening partnerships that can drive innovation and create new opportunities within the digital landscape.
Minister Teo highlighted Singapore's Smart Nation 2.0 plan as a refreshed initiative med at enhancing a digital society with three core goals: Trust, Growth, and Community. The plan focuses on improvingcapabilities, fostering social cohesion through community projects, and implementing robust cybersecurity measures to tackle issues related to societal well-being while maximizing opportunities for all.
